E-Government Competencies

Initial Situation

The growing presence of IT in the public sector comes along with a number of challenges for all parties involved. The implementation of IT is not a “one-time” project but requires a continuous review, evaluation and improvement. Thus, it is necessary for employees to be able to adapt to a continuously changing environment and to engage in new technologies and processes. This applies to all employee levels. Hence, every employee should be able to handle these changes. Providers of e-government trainings are also affected by these changes. They need to expand their offerings with new competencies that can meet the rising demands.

Project Aim

The project aims at identifying these competencies and proposing adequate teaching contents and methods in order to communicate the required knowledge in the best possible way.

Realization

The project is separated into three different steps. The first step involves the identification and description of roles that are currently needed or will be needed in the near future within the public sector. In a second step, the identified roles will be used to derive the required competencies. The third step includes the development of teaching contents and methods for communicating the identified competencies in the best possible way.

Work Packages:

  • Classification and definition of roles and target groups.
  • Identification of role specific competencies using exemplary business processes of the public sector.
  • Development of adequate teaching contents for communicating the identified competencies.

Value

The results of this project will help to understand the competencies required in current and future roles regarding e-government. The findings are used for identifying suitable teaching methods and contents for improving e-government education and further trainings.
