eGov-Campus
INITIAL SITUATION
Digitization is having a major impact on processes and requirements in public administrations. Appropriate "digital skills" among employees are an important prerequisite for the implementation of administrative digitization. All levels of administration are under enormous pressure to offer suitable qualified training in the short term. Furthermore, the capacity and quality of undergraduate training for e-government experts must be significantly increased to be able to fulfill the upcoming tasks in the public sector.
The active shaping of the digital transformation in the public sector focuses on the areas of digital higher education, the teaching of digital skills in initial, continuing, and advanced training, and personnel development and recruitment. The development and implementation of innovative digital teaching and learning concepts is of central importance here.
PROJECT AIM
The aim of the project is to provide digital teaching modules very quickly for important and cross-administrative subject areas to meet the urgent demand for further training (including OZG, FIM, administration portal, IT standards, e-government applications and services, open government, IT security, AI, and e-government). The offerings will be usable by all state and federal administrations. The educational content made available on the online platform can be used by universities for classroom teaching both in undergraduate studies (bachelor, master) and for continuing education courses. The success of the project, which also depends on the possibility of using the educational modules soon, is to be ensured by parallelizing the work and module developments at different universities.
REALIZATION
In coordination with the participating universities, a high-quality portfolio of 15 to 20 educational modules is to be developed in a two-stage pilot phase. The modules are to be developed in parallel and decentralized by the universities, for which they will be responsible and placed on the education platform, where they will also be maintained, updated, and further developed.
A key innovation to be delivered by the project is exercise modules (learning labs, business games, simulated digital model authority, digital eGov lab). These must provide easily usable, relevant content in a suitable manner and realize new learning environments. The implementation of innovative and high-quality didactic concepts (including learner-centeredness, competence orientation, support for social learning) and their evaluation are an important component of the project.
VALUE
The eGov-Campus offers educational opportunities at university level around the topic of e-government and administrative informatics. The eGov-Campus provides an overview of the e-government courses offered at German universities as well as answers to the question of which key competencies and qualifications will be important in the future. The online learning platform provides all interested citizens with free digital know-how from the field of e-government. The study and examination credits from the learning modules can be recognized across universities.
